Richard
P. Clark, Executive Director
Mr.
Clark has
earned an AA Degree in Pre-veterinary Science, a BA Degree in Biology and has a
Masters Degree in Psychology. Mr. Clark is also a graduate of the Northwestern
University School of Police
Staff and Command.
He retired from the Los Angeles Police Department in 1991 as a Communications
Division Watch Commander after twenty six years of dedicated service.
During his time with the department, he also served as a Patrol Officer, Traffic Officer, Investigator
and Supervisor.
He served four
years with the L.A.P.D. Academy as a PT / Defensive Tactics Instructor and was a Field
Supervisor for twenty years. During
this time, he worked three years in deep undercover intelligence; twelve years as
a motorcycle Sergeant; and three years as Chairman of the Department's Peer
Counseling Program. He
spent three years teaching L.A.P.D. Sergeant School Conflict Management,
Counseling, and Communication Skills for Supervisors.
Mr.
Clark won Silver Medals in the Police Olympics in 1970/71. He was a member of
the L.A.P.D. cross country team that set a world’s record for the longest run
in history. This run spanned from
L.A. to Montreal Canada in 1976. In
1995 he won the Silver medal in “The Toughest Competitor Alive” category at
the World Police and Fire Games in Melbourne, Australia.
After
a brief tour during retirement as a consultant in Conflict Management for Law
Enforcement, he began his second career in law enforcement with the State of
Nevada then called POST Committee in August 1993.
He started as a training officer with the Nevada Law Enforcement Academy.
In 1994, he advanced to the position of Chief of POST.
In July 1999, he was appointed the Executive Director of the Nevada
Commission on Peace Officers’ Standards and Training.
Tim
Bunting,
Deputy Director
Tim Bunting was
hired as the Deputy Director of POST In June of 2001. He is a retired U.S. Army
Lieutenant Colonel. During his 22-year career,
he served around the globe in a wide variety of challenging assignments.
He graduated from Central Michigan University in 1978 with a degree in physical
education. He is also a graduate of numerous army courses to include the
Command and General Staff College.
Heather
Elliott, MPA, Administrative Services Officer II
Heather
began work at POST in July of 2003. She has been with the State of Nevada since
1995, working in the Directors Office of Health and Human Services and the Directors
Office of Administration. She has a background in politics, grants management,
and fiscal oversight. Heather has a Bachelor of Science degree in Education from
the University of Arizona and earned her Masters degree in
Public Administration in May of 2006 at the University of Nevada, Reno.
Doyle Smith,
Facilities Manager
Doyle Smith returned to his
Carson City, Nevada, home and POST after a 23-year career in the U.S. Air Force,
which took him from North Carolina to Alaska, with tours in Korea and at
Headquarters, Strategic Air Command (HqSAC). His assignments included aircraft
jet engine repair, intelligence threat analysis, contract coordination, and
managing security and vehicle maintenance programs.
His academic accomplishments encompass a Bachelors degree
in Criminal Justice from the University of Nebraska at Omaha, and graduate work
in writing at the University of Alaska, Fairbanks. During an internship in the
latter curriculum, he worked with the U.S. Fish and Wildlife Service to produce
an executive summary of research on the effects of oil exploration in the Arctic
National Wildlife Refuge (ANWR).
While at HqSAC he established the Forged Excellence Fencing
Club, and led members to National level competition. Prior to coming to POST,
Doyle also worked in the civilian sector in airfield operations and the
construction industry.
Shirley
Micallef, Business Process Analyst
II
Shirley joined the POST staff in
June of 2008. She began
her employment
with the State of Nevada in 2004, working in the IT group at
the Supreme Court. Her
background in business process,
project management,
and computer technology stems
from her previous career at IBM.
Marilyn McElhany,
Executive Assistant to the Executive Director
Marilyn began working at POST in August,
2008. She has had a long and varied career with the State of Nevada
holding positions on the Governor's staff, Health and Human Services, Secretary of State, and the Legislature. Her background in law enforcement
has been
beneficial in assisting the Director and other POST staff members.
Scott Johnston,
Professional Standards
Bureau Chief
Scott has two BS Degrees from Southern Oregon State College in
Criminology and Psychology. He
started his law enforcement career in 1978 in the State of Oregon. In addition to working his patrol function, he served as the
department training coordinator, FTO coordinator, and as an adjunct contract
instructor with the Oregon Police Academy where he instructed Traffic Law and
Emergency Vehicle Operations. He developed the Patrol Procedures and Radar
Operator curriculum used by the Oregon Police Academy and was the lead author on
the re-write for the Emergency Vehicle Operations Curriculum.
He came to Nevada Commission on POST in 1992 as a Training Officer for the Basic
Academy and became the
Bureau Chief in June 2006. He possesses
nine (9) Nevada POST Instructor Certificates and four (4) Nevada POST Instructor
Trainer Certificates. He actively instructs for the POST Academy and is an
adjunct instructor for the Western Nevada State Peace Officer Academy in Carson
City, NV.
He is the State Coordinator for the IACP Drug Recognition Expert
Program, Standardized Field Sobriety Testing Program, and the Emergency Vehicle
Operations Course training program. He
provides training to the POST Academy cadets as a subject matter expert in
Emergency Vehicle Operations and Standardized Field Sobriety Testing.
Mike
Sherlock,
Audits & Compliance
Supervisor, Professional
Standards
Mike
Sherlock has his juris doctor
degree and is a licensed
attorney. His law enforcement
career has included assignments
as a canine officer, field
training officer, patrol
supervisor, detective bureau
supervisor, Operations Commander
and robbery/homicide detective
and detective sergeant. In
addition, Mike spent over 10
years working in undercover
assignments related to narcotics
and vice, both as a detective
and a detective sergeant.
As an
instructor at the basic police
academy and the narcotics
enforcement school, he teaches
in the areas of criminal law,
search and seizure,
constitutional law, crimes
against persons and narcotics
enforcement. Mike has been
recognized as an expert in a
wide variety of law enforcement
subjects including search
warrant preparation and
service, undercover operations,
prostitution enforcement,
methamphetamine manufacturing
and trafficking, under the
influence of narcotics, cocaine
and heroin trafficking and
organized crime involvement in
methamphetamine trafficking.
Rhonda Costa, Admin. Assistant I, Audits and
Compliance,
Professional Standards
Rhonda joined POST in
2010. As a member of the Audits and
Compliance section in the Professional Standards Bureau, her duties and
responsibilities entail the entry and tracking of the annual continuing
education mandatory reporting by agencies (individual Training Reports) and the
academy audits. Rhonda was previously employed with the Nevada Appeal newspaper
as a feature writer and Internet calendar editor.
Rhonda
hails from Vallejo, CA, and is a
17-year resident of Carson City
where she volunteers for
Advocates to End Domestic
Violence and the Food For
Thought organizations. She also
is the secretary for the
Supermodified Racing
Association, and a member of the
Carson City Raiders Booster Club
where she serves as the Steering
Committee representative to the
Raiders organization.
Sharon Daniels, Certification & Records
Supervisor,
Professional Standards
Sharon Daniels is the Supervisor for the Certification & Records Section,
and has served as the Post Commission Secretary since 1999. She graduated with honors from Heald Business
College earning her Secretarial Certification. She attended
Western Nevada Community College earning her Associates Degree in General
Studies. Sharon came to
POST with seven years experience from Rockwell International and
eight years experience in the Department of Motor Vehicles and Public Safety.
Kathy Floyd,
Admin. Assistant II,
Certification & Records, Professional Standards
Serving since 2007, Kathy began her assignment at POST after serving 15 years in corporate industry
as an administrative assistant, office manager and purchasing assistant.
She slao has an extensive background in customer relations.
As the Administrative Assistant
II in the Certification & Records section, Kathy's
responsibilities involve maintaining
peace officer records and certifications. Previously, she was a
member of
the Audits and Compliance section where her duties involved the entry and tracking of the annual
continuing education mandatory reporting by agencies (individual Training
Reports) and the academy audits.
Boe Turner,
Professional Development Bureau Chief
Boe has served with Nevada POST since 2006. Prior to
that time, he served 29 years in California law enforcement where he served in progressive positions of responsibility culminating as the administrative lieutenant for
Mono County Sheriff’s Office. He earned a BA from California State University
and holds a California POST Management Certificate.
Karen
Kendall, Training Officer,
Professional Development
Karen has been a professional
trainer/facilitator for over 30
years with emphasis on law
enforcement and professional
development and became a member
of the POST training staff in
November, 2009. Karen has an
extensive professional
background; which includes
teaching at Western Nevada
College, Employee Development
Manager, Training Officer,
retired San Diego Police
Officer, and the United States
Navy (Hospital Corps). She is a
certified trainer in 7 Habits of
Highly Effective
People/Leadership (Covey),
Weapons of Mass
Destruction/Domestic
Preparedness (Homeland
Security/FEMA), Defensive
Driving (National Safety
Council), and Career Development
(UNLV).
Karen is a member of the
National Institute of
Corrections Training Directors
Network, International Law
Enforcement Educators and
Trainers Association,
International Association of
Correctional Training Personnel,
American Correctional
Association, and Correctional
Peace Officers Foundation.
Ms. Kendall is currently working
on her Executive Juris Doctor
Degree, has a Bachelor of
Science degree in Business
Management, and an Associate
Degree in Criminal Justice.
Cindy Smith,
Administrative Assistant III
, Professional Development
Cindy joined the POST staff September 11, 2006. After relocating from Kailua, Hawaii, where
she held a position as a collections manager at a credit union, she started her assignment with POST in the Professional
Standards Bureau and was involved in audits and compliance.
Cindy
became the Administrative
Assistant III in the
Professional Development Bureau
in October, 2007, where her
responsibilities encompass all
the clerical and administrative operations for the Professional Development
Bureau's courses and activities.
Orlando Guerra,
Basic Training Bureau Chief
Orlando returned to POST in July
of 2009. He is a retired
Marine Corps Sergeant Major and
a certified category I peace
officer in Nevada. Orlando has a
very extensive background in
training which includes training
law enforcement personnel
through Homeland Security. Prior
to joining POST, he was a
contractor with Navy
intelligence in Naples Italy.
Sally Cardinal,
Administrative Assistant III, Basic Training
Sally
joined the POST team in January of 2004. She worked 6 years in the educational
field as a Para Professional in Special Education with the Winnemucca and Carson
City School Districts.
As
the Administrative Assistant III
in the Basic Training Bureau,
Sally is responsible for all
clerical operations and
coordinates all POST Basic
Academy activities.
Prior to joining
the Basic Training Bureau, Sally
worked in the Professional Standards Bureau, Records & Certifications and
was also a previous a member of the Audits and Compliance section where her
